Council checklist

Article 5, stage 3: the Council's review confirms only four things. This checklist says how each is assessed. It cannot add a fifth.

  1. Article 5 item 1. The required governance process has been followed. Confirmed where the proposal was raised as an idea in the Dual Forum (Article 3), and the proposer who formally submitted it held at least 1,000 xDUAL at the time of submission (Articles 3 and 5).
  2. Article 5 item 2. Discussion has run for the required period. Confirmed where at least 14 days elapsed between the Forum post opening the discussion and the formal submission (Article 5).
  3. Article 5 item 3. The sentiment poll demonstrates genuine community backing. Confirmed where a sentiment poll was attached to the Forum discussion (Article 5); it was open to all Forum members on equal terms and not weighted by token holdings (Article 4); its final result has been recorded on-chain (Articles 4 and 5); and, in that recorded result, votes in favour exceed votes against. Abstentions are not counted either way.
  4. Article 5 item 4. The proposal has been submitted under the correct governance category. Confirmed where the category selected on the Voting Portal is the category the proposal's subject matter falls under in Article 1. A proposal to amend the Charter is a Protocol Improvement (Article 9).

Genuine community backing (item 3)
A sentiment poll attached to the Forum discussion, open to all Forum members on equal terms and not weighted by token holdings, its final result recorded on-chain, and in that recorded result votes in favour exceed votes against; abstentions are not counted either way (Council Article 5 Review Checklist v1.0, item 3).
